Each GM will be allowed to use one franchise tag a year. If a GM decides to franchise a player, they will be given a salary of $14M annually for 3 years. Starting in 2017, teams will be allowed to give a franchise tag of $16M annually for 2 years.
*Starting in the 2014 off-season: Franchise tag will give a player a salary of 14M annually or 110% the AAS of the previous contract, whichever is higher. Managers will be allowed to move a maximum of 10% of the AAS to defer or push forward salary.* *Starting in 2017, if a team franchises a player and gives them a 2 year franchise tag, it is the higher of 16M annually or 115% of the AAS of the previous contract*
Each GM will be allowed to use 2 RFA tags a year. When this happens, the players goes into FA bidding. When the bidding is over, the GM who put the RFA tag on the player has the option to pick up that AAS for the player, or let him go. They will have a 24 hour window to post whether they match the contract or let the player go.
You are not allowed to carry-over any franchise or RFA tags. You can only have 1 franchise and 2 RFA tags each year.
Players that you tag, can not be tagged again once their contract is up. Meaning, if you franchise tag a player, you will not be allowed to RFA tag him in 3 years. A player must go through free agency untagged before they can be tagged again. If a player is traded, the tag follows the player and must go untagged in free agency before they can be tagged again.
Teams that use a RFA tag will be allowed to go over the salary cap limit. However, they will have 48 hours from when they post that they match the player to get under the salary cap. If they can not get under the salary cap within that 48 hours, the winning bidder will have the option of getting that player. If they choose that they do not want that player, then that player will go back into the FA pool. The team that matched the player and could not get under the cap will not be allowed to bid on that player if that player goes back into free agency. They also will no longer be considered a RFA.
